A New Jersey doctor pleaded guilty on Friday to a scheme in which patients were enticed to his clinic for free massages, facials and food in exchange for using them to bilk Medicare out of $13 million for medical services that were never performed.
Dr. Chang Ho Lee operated a clinic in Sunset Park where, from March 2007 to May 2012, he supervised the recruiting of phantom patients to get their Medicare numbers. The patients who participated in the scam have not been charged.

Lee, 68, wasn’t even in the United States during a stretch of 2012 when he submitted claims to Medicare for physical therapy he supposedly supervised, according to the federal indictment.
